I...don't know what is meant by this. If you are referring to the beginning of the story that ends in this bracelet, then that is a very long tale indeed. If you are meaning why I am here about this bracelet, then that is far shorter:

Cassandra has knowledge of Woden's artifacts. She said I should speak to you about destroying it.

No and no. It is attached to Eli Vanto. Supposedly it suppresses his memory of being Woden's horse. I have my doubts about this, but aside from them it is acting as a mental tourniquet.
